It's given a random seed (an image full of noise) and then it tries to fit other images over it to find something that gives a "match" by luck. It tries a million billion images and those pixels that fit in well get amplified while those pixels that have no correlation are reduced. The initial distribution of noise and your prompt of what kind of images to try steer the outcome.
If you start with a seed that is not random, like a combination of random noise and a cartoon sketch, it will bias the AI to follow the sketch.

Instead, they beat a path to the door to the person who has invested the money and the time to make AI images. The only difference between traditional art and AI art is the fact that all AI "artists" have the same tools so there's no increase in price according to quality - everyone can do the same quality. The competition is over who can produce faster, which increases supply, which cuts down the prices AND increases the cost of production due to higher hardware requirements. In other words, the people who do AI art are competing each other to starvation.

It doesn't seem like civitai provides you with any computing power, just a platform to share your trained models and monetize them. If you want to train models and use them to generate images, you need data and hardware - CPUs and GPUs and lots of RAM, and a bunch of training images that are tagged and categorized already.
